Raising the driving age

Will the road toll reduce dramatically if we raise the driving age to 18 to be in line with most of the countries in the world?

Shouldn't the emphasis rather be on better driver training and higher test standards? The current driver licence test is so rediculously easy to pass that you really have to try hard to fail. Why? Is it because we feel that everybody has a right to have a licence?
